Benefits and Drawbacks for the new "LOCE"

We will start to explaining what in Chile means "LOCE" : Organic Constitutional L aw for Education, so for being an Organic Constitutional Law of the State is not very simple to change it and what the Ministry has been working on is in creatin a new General Law for Education that in some way comes to make the old one better, but never change it or make it dissapear just like that.
The benefits of this new General Law for Education are:
_Universality and permanent education. Education must be at reach of everybody for their whole life.
_Quality in education, it must keep watched that every student, no matter their backgroud, get tha standards of knowledge that were defined on the law.
_Equity in the Teaching System. The system must de constantly inquiring the integration and inclusion of every sector of the society.
_ Participation. The members of the educational community have the right to be considered in the process of education and during the precess of making decisions.
_Responsability: Every involved person in the educative process must be evaluated and make headway about their achievments.
_ Clarity with the information of the group of the educational system, including the results of the academics.
_Flexibility: The system must let the adecuation of the process to the diversity of our reality and institutional educational projects .

There is also importat to point some changes:
_Pre-school level is confirmed.
_Atention to specific neighbourhoods , in order to observe teaching modalities that were not confirmed constitutionally.
_The National Council of Education is created; this is an autonomous organism with legal personality and own wealth that will be related to the President of the Republic through the Ministry of Education, and will have attibutions over schoolar system and over the Superior Education System.
